Lighting is the most frequently altered system in commercial projects, and it is documented on the indoor (NRCC-LTI), outdoor (NRCC-LTO), and sign (NRCC-LTS) lighting certificates. Altering the lighting system almost always triggers Title 24 lighting compliance under California’s Energy Code.
Lighting power and required controls
The Energy Code limits lighting power and requires controls appropriate to the space — occupancy sensing, multi-level or dimming controls, automatic shutoff, and daylighting controls in daylit areas. Indoor lighting is documented on NRCC-LTI; outdoor and parking lighting on NRCC-LTO; and sign lighting on NRCC-LTS. Lighting acceptance testing
Installed lighting controls generally require acceptance testing (NRCA-LTI) performed in the field during construction by a certified technician, confirming that occupancy sensors, daylighting controls, and automatic shutoff operate correctly. Our report is the design-stage documentation submitted for permit; the acceptance test verifies the installed controls. We flag which controls your scope is likely to require so plan check and inspection go smoothly.
Signage, exterior, and site lighting
Beyond interior lighting, most commercial projects have exterior fixtures — building-mounted, parking, and canopy lighting documented on the outdoor lighting certificate (NRCC-LTO), and illuminated signs on the dedicated sign-lighting certificate (NRCC-LTS). Outdoor lighting has its own power limits and control requirements, including automatic scheduling and, in many cases, motion or part-night reductions. Providing the site lighting plan and signage details alongside the interior plan lets us prepare both certificates together and confirm the exterior controls are shown on the drawings, which plan check commonly verifies before approving the electrical and lighting scope.
